Governmental Structure

The government of T'sahn Rifoon is a democracy. There is council of five who are elected for five year terms with each minister being elected in a different year. The leader of the council is the Great Father and he is in charge of coordinating the efforts of his four ministers. All of the branches of government are under the authority of one of the four. For example, all law enforcement, management of the art of writing (training, materials, etc.) and the inspection and approval of linking books is under the authority of the Minister of Justice. The four ministrers are the Minister of Justice, the Minister of Wellness, the Minister of Services, and the Minister of Law.

The legislative branch of the government is the guild of legislators. It is under the oversight of the Minister of Law. It has 200 members called elders. The Elders are arranged in five Halls named after the ministry whose leader is elected in the same year as they are. The first hall is the Hall of the Fathers - they are elected in the same year as the Great Father. The next is the Hall of Justice; its members are elected in the same year as the Minister of Justice. The third is the Hall of Well Being - elected in the same year as the Minister of Wellness. Fourth is the Hall of Servitude, whose members were elected in the same year as the Minister of Services. Last, but certainly not least, The Hall of Law, whose members were elected the same year as the Minister of Law.

The guild of Legislators is under the oversight of the Minister of Law who has Veto power over the guild. A veto can be overturned in one of three ways. The first is for 2/3 of the members of each hall to vote to overtun it. The second is for 3/4 of the entire guild to vote to overturn it. The third is for the majority of the council of five to vote to overturn it.

The Judiciary branch of government is under the Minister of Justice. All judges in the legal system have had training in law and at least ten years practicing in either the Guild of Defenders (for defence attornies) or the Guild of Prosecutors (for prosecuting attornies) The Guild of Prosecutors is under the Minister of Law and the Guild of Defenders is under the Minister of Justice. The judges sit on one of a series of courts from local courts through appelate courts all the way up to High Court. There are five judges on the High Court. They are elected for five year terms and like the Council each is elected in a different year. The judge who has been there the longest on their current term (the next to run for reelection) is the Chief Judge of the court. The High Court's decisions can be appealed to the Minister of Justice who can overturn their decisions. Just as the Veto power of the Minister of Law can be overturned by a majority of Council, so too can the decisions of the Minister of Justice be appealed to the whole Council - who may overturn his decision by majority vote.

In fact the four Ministers of the council each have some sort of veto type power over the aspects of government under their ministry's control but each minister's veto may in turn be overturned by a majority of council.
